The Woman-Owned Small Business (WOSB) Federal Contracting Program was created to help provide a level playing field for women business owners. When buying goods and services, the federal government limits competition for certain contracts to women-owned small businesses (WOSBs) and economically disadvantaged women-owned small businesses (EDWOSBs) that participate in the U.S. Small Business Administration’s (SBA) WOSB Federal Contracting Program.
Based on FAR Part 19.505, a Contracting Officer may restrict competition to WOSB and EDWOSB concerns eligible under the WOSB Program for requirements in NAICS codes designated by SBA as substantially underrepresented if there is a reasonable expectation based on market research that:
Two or more WOSB and EDWOSB concerns eligible under the WOSB Program will submit offers and
Contract award may be made at a fair and reasonable price.
