HUD’s Office of Special Needs Assistance Programs (OSNAPS) required a contractor to manage multiple projects and activities to advance the meaningful and intentional integration of People with Lived Experience of Homelessness (PWLEH). This effort aimed to enhance OSNAPS’ mission to prevent and end homelessness by ensuring PWLEH perspectives were included in policy development and decision-making frameworks.

Formulating the Strategy

Excelous deployed a team of NOFO Reviewers, Coordinators, and Community Integrators to enhance OSNAPS’ capacity to integrate PWLEH perspectives into its decision-making processes. By focusing on inclusivity and collaboration, the team contributed to the development of policies, toolkits, and NOFO work products that increased stakeholder engagement and built confidence in Continuum of Care (CoC) initiatives.
